Project outsourcing specialist
Responsible for supporting telecom project manpower operations, including outsourced employee onboarding/offboarding, manpower coordination, subcontractor accreditation, invoicing, PR processing, DTR monitoring, and report generation. Ensures accurate documentation, timely processing, and smooth coordination among vendors, operations, HR, and finance teams.
Key Responsibilities
Manpower & Employee Administration
Process onboarding and offboarding of outsourced employees
Maintain employee records, deployment documents, and manpower databases
Coordinate manpower deployment schedules and operational requirements
Monitor DTR, attendance, overtime, incentives, and payroll-related concerns
Vendor & Subcontractor Coordination
Assist in subcontractor accreditation and compliance documentation
Coordinate with vendors, operations, procurement, HR, and finance teams
Maintain updated subcontractor and vendor records
PR, Billing & Reporting
Prepare and process Purchase Requests (PRs) and billing documents
Monitor invoice submissions and resolve billing discrepancies
Generate manpower, attendance, deployment, and invoicing reports
Ensure accurate data entry and system updates
Qualifications
Bachelor’s degree in Business Administration, Human Resources, Engineering, or related field
Experience in manpower coordination, outsourcing, telecom operations, or administrative support is an advantage
Proficient in MS Office applications, especially Excel
Familiar with DTR monitoring, invoicing, and manpower tracking systems
Strong organizational, coordination, and communication skills
Detail-oriented, adaptable, and able to multitask
