 I.  PRIMARY PURPOSE

The MEP QA/QC Manager will implement, maintain, and assist to oversee the Quality Management System. Will communicate and coordinate with all sections as necessary to ensure the effectiveness of quality assurance and quality control within the project.

II. DUTIES AND RESPONSIBILITIES
  1. Directly reporting to the Assistant Project Manager – QA/QC.
  2. To lead the SFTE JV-MEP QA/QC Department as MEP QA/QC Manager in figuring out and review of problems at site, then give instructions on problem‑solving to Operations Team and the subcontractors.
  3. Independently monitor the works inspections to provide assurance on works compliance and to ensure works are properly inspected by the SFTE JV MEP QA/QC team.
  4. Ensures inspection, audit, and testing requirements are fulfilled. Plan and conduct quality audits, supplier and subcon evaluations, and proper review to ensure compliance with the requirements of the project.
  5. Ensure all quality registers are maintained and routinely updated. Centrally coordinate, update and report status on internal and external audits, non‑compliance reports, Corrective Actions, Requests for Inspections, Master Punchlist, MEP‑QA/QC documents as well as T&C documents, and among others and appropriate follow up done on significant issues and reported on a regular basis to his/her immediate superior.
  6. Identify and issue NCRs and recommend issue of “Stop Works Orders” as per approved procedure.
  7. Guide the QA/QC staff as required on specific tasks such as assisting in routine checking, updating and evaluation of registers and site implementation of required controls.
  8. Plan and manage the SFTE JV MEP QA/QC Engineers/Inspectors schedules and activities to ensure broad coverage of all project activities. Ensure works are properly and timely inspected and monitored by the SFTE JV MEP QA/QC team and where deviations from the contract are noted, these are properly addressed through the approved procedures.
  9. Review Material Approval Requests, Method Statements, Inspection & Test Plans (ITP), all related MEP, System Assurance, as well as Testing & Commissioning documents.
  10. Investigate, assess and report on quality issues raised or as may be required and evaluate compliance and appropriateness of required actions on the basis of risk.
  11. Proactively support and advise all SFTE JV sections on Quality requirement determination and implementation as necessary to ensure the effectiveness of quality management system within the project.
  12. Assist and provide guidance for NCR resolution inclusive of technical input as may be based on experience.
  13. To increase the productivity of subordinates and subcontractors through conduct of training to MEP QA/QC Engineers, Site Engineers, Subcontractors, etc. on the QA/QC requirements of the project.
  14. To review Material Approval Requests, Method Statements, Inspection and Test Plans, T&C procedures and related documents, Construction Control Sheets, Check sheets, MEP‑related documents, instruction manuals, and among others for the specified work / activity.
  15. Maintain good coordination and follow up and closure of all Sub‑Con related QA/QC issues.
  16. Handle technical issues related to their department in coordination with SFTE JV departments, consultants and other stakeholders as necessary.
  17. Undertake tasks as may be given by the Asst. PM QA/QC in fulfilling his role and responsibilities in relation to Quality Management and ensure he is informed of key quality events and is routinely updated on issues or concerns together with additional tasks as may be delegated or assigned from time to time.
III. EDUCATION, TECHNICAL CAPABILITY AND CAREER
  • BS Mechanical Engineer or Electrical Engineer graduate
  • With 10 years’ experience in MEP construction works; minimum 5 years as MEP QA/QC Manager and well versed in ISO 9001: 2015 as well as process quality auditing.
  • With MRT experience preferred but not required.
IV. KEY SKILLS
  • Management of Construction Team or Department.
  • Able to read Technical Design drawings, Construction Technical drawings and understand types of documents such as Vendor Supplier approval, Material & Equipment approval and MEP installation method of Statements.
  • Able to read line diagrams, Piping & Instrument diagrams and control circuit diagrams
  • Has sufficient technical knowledge about Mechanical and Electrical works in Underground Stations and Tunnels
  • Has the ability to do multitask work
  • Proactive to problem solving approach to work
  • Good oral and written English communication skills
