IT Head (HMO)

We are looking for an experienced and visionary Head of Information & Communications Technology (ICT) to lead the overall technology strategy, digital transformation, infrastructure, cybersecurity, and software development of one of the country’s leading Healthcare/HMO organizations.

Reporting directly to the COO, the successful candidate will be responsible for driving enterprise-wide technology initiatives, modernizing our healthcare systems, strengthening cybersecurity, and leading a high-performing ICT organization that supports business growth and operational excellence.

This is an executive leadership role for someone who combines strong business acumen with deep technical expertise.

• Develop and execute the company’s overall ICT strategy aligned with business objectives.
• Lead enterprise-wide digital transformation initiatives and technology modernization projects.
• Oversee the design, implementation, and maintenance of the company’s ICT infrastructure, networks, servers, cloud platforms, telecommunications, and enterprise systems.
• Drive software development initiatives including web and mobile applications.
• Ensure all ICT systems meet business continuity, availability, performance, and cybersecurity standards.
• Develop ICT governance, policies, standards, and technology roadmaps.
• Lead infrastructure, software development, cybersecurity, database administration, cloud technologies, and technical support teams.
• Collaborate with executive leadership in identifying technology solutions that improve operational efficiency and customer experience.
• Manage ICT budgets, vendor relationships, technology procurement, and strategic partnerships.
• Lead technology risk management, cybersecurity programs, disaster recovery planning, and data protection initiatives.
• Monitor emerging technologies and recommend innovative solutions that support business growth.
• Build, mentor, and develop future technology leaders within the organization.
• Ensure compliance with ISO 9001:2015 Quality Management System (QMS) requirements and applicable regulatory standards.
• Present technology strategies, performance metrics, and recommendations to Executive Management and the Board as required.

• Bachelor’s Degree in Computer Science, Information Technology, Computer Engineering, or any related field Master’s Degree is an advantage
• At least 10 years of progressive ICT leadership experience Minimum 7 years in a senior management or executive ICT role
• Experience leading enterprise-wide digital transformation projects
• Experience in the HMO, Health Tech, Insurance, or Managed Care industry is highly preferred
• The ideal candidate must have strong knowledge and leadership experience in the following areas:
• Software Development: .NET Development, C#, PHP, Mobile Application Development (Android/iOS), API Integration, Enterprise Applications, SDLC and Agile Methodologies
• Infrastructure: Enterprise Network Administration, Server Management, Cloud Technologies (Azure, AWS, Google Cloud is an advantage), Database Administration, Disaster Recovery, High Availability Architecture, and IT Operations
• Cybersecurity: Enterprise Cybersecurity Frameworks, Network Security, Endpoint Security Identity & Access Management, Vulnerability Assessment, Security Monitoring, Incident Response, Business Continuity Planning Data Privacy and Regulatory Compliance
• Leadership Competencies: Strategic Leadership, Executive Presence, Digital Transformation Leadership, Business Acumen, Innovation Mindset, Stakeholder Management, Project & Portfolio Management, Vendor & Contract Management, Budget Management, Change Management, People Leadership and Talent Development, Strong communication and presentation skills
