Water Systems Operations Manager (water industry experience required)

About the Role

An established infrastructure operator is seeking a Water Systems Operations Manager to oversee the day-to-day technical management of a large-scale water distribution network and associated pumping facilities. This role plays a critical part in ensuring reliable, continuous water service while aligning field operations with long-term technical and capital investment plans.

1. Network Operations & Service Continuity

• Lead daily operations of the distribution network and pumping stations with 24/7 operational coverage.
• Ensure continuity of water supply, even during high-risk situations such as turbidity events, power failures, equipment outages, and pipe bursts.
• Translate technical strategies and roadmaps into actionable field operations.
• Monitor key performance indicators including pressure, flow, leakage, and incident response times.
• Provide regular reporting on system performance and operational risks.

1. Team Leadership & Workforce Management

• Assess and optimize the structure of the technical operations team (engineering, maintenance, operators, and subcontractors).
• Define clear roles and responsibilities across all operational functions.
• Identify staffing gaps and recommend organizational improvements.
• Support HR decisions through technical evaluation of personnel performance and potential.
• Drive capability building through training and development initiatives.

1. Cross-Functional Coordination

• Collaborate closely with treatment and process engineering teams to align plant operations with network performance.
• Participate in technical workshops and stakeholder sessions, contributing expertise in distribution and pumping systems.
• Integrate operational learnings (e.g., handling high turbidity conditions) into network management strategies.

• Must be a licensed Civil, Mechanical, or Environmental Engineer (or related field).
• Strong experience in water distribution systems, pumping operations, or utility infrastructure. With at least 3 years of relevant experience in a similar capacity
• Proven leadership experience managing technical teams in operational environments.
• Solid understanding of O&M practices, incident management, and performance monitoring.
• Ability to operate effectively in high-pressure, real-time operational scenarios.
• Willing to work onsite in Bulacan as a project-based employee
