Regulatory Compliance Head

The Head of Regulatory Compliance is responsible for leading the development, implementation, and oversight of the organization’s compliance strategy to ensure adherence to all applicable laws, regulations, and industry standards as mandated by Philippine regulatory bodies (BSP, SEC, BIR, AMLC, etc.). This role is integral in fostering a strong culture of compliance, maintaining a robust control environment, and proactively managing regulatory risk across all business units.
Key Responsibilities:
- Regulatory Compliance Strategy: Develop and execute the enterprise-wide compliance framework, policies, and programs to ensure alignment with local regulatory requirements and global best practices.
- Regulatory Liaison: Serve as the primary point of contact with regulatory authorities (BSP, SEC, BIC, AMLC) and manage all regulatory inspections, submissions, and audits.
- Monitoring & Reporting: Oversee regulatory compliance monitoring activities, including the timely filing of regulatory reports, risk assessments, and escalation of significant compliance issues to senior management and the board.
- Policy Oversight: Maintain and update internal policies and procedures to reflect changes in the regulatory landscape. Ensure internal controls are effectively designed, documented, and implemented.
- Advisory & Training: Provide subject matter expertise to business units and leadership on regulatory changes and compliance obligations. Lead compliance training and awareness programs across the organization.
- Anti-Money Laundering (AML): Ensure full compliance with AML laws and guidelines; oversee the AML Compliance Officer (AMLCO) function and implement appropriate know-your-customer (KYC) and transaction monitoring protocols.
- Risk Management Alignment: Collaborate with Enterprise Risk Management and Internal Audit to assess compliance-related risks and implement appropriate mitigations.
- Governance & Reporting: Regularly update senior management and board committees on the compliance posture of the company, including key risk indicators, breaches, and remediation plans.
Qualifications:
- Bachelor’s degree in Law, Finance, Business, or a related field
- Minimum of 15 years of relevant experience in regulatory compliance, preferably within the financial services sector (banking, fintech, insurance, or capital markets).
- Deep understanding of Philippine financial regulations (BSP Circulars, AMLA, SEC Code, etc.) and familiarity with international compliance standards (e.g., FATF, Basel, ISO 37301).
- Ideally with active connections to regulatory bodies.
- Proven leadership experience in managing compliance teams and driving a compliance culture across a complex organization.
- Exceptional communication, analytical, and stakeholder management skills.
- High integrity, sound judgment, and the ability to communicate with and influence senior stakeholders and regulators.
Preferred Certifications (not mandatory):
- Certified Compliance Officer (CCO)
- Certified Anti-Money Laundering Specialist (CAMS)
- Certification in Risk and Compliance Management or equivalent
