Luxury Villa & Estate Development

Project Term: Approx. 24 months, with potential continuation into future development phases

The Project Manager will lead the delivery of a premium villa estate in Bohol on behalf of the project owner, overseeing the full development lifecycle, from concept refinement and regulatory approvals through construction, handover, and readiness for future rental or hospitality integration.
This role sits firmly on the project developer side, with responsibility for translating the development vision into a high-quality, commercially viable built asset. The successful candidate will balance design intent, site realities, regulatory requirements, budget discipline, and delivery timelines, while managing consultants and contractors on the owner's behalf.

This is a senior, hands-on role requiring a leader who can operate independently in a provincial development environment and take true ownership of outcomes.

Main Activities and Responsibilities:

Development Strategy & Owner Representation
  • Act as the Project Owner's principal representative on all development matters
  • Lead execution of the approved development concept, design vision, and implementation strategy
  • Align project decisions with long-term asset value, market positioning, and operational objectives
  • Provide clear reporting to ownership on progress, risks, and financial performance

Planning, Design & Regulatory Management:

  • Coordinate architects, planners, engineers, and specialist consultants for villa and estate design
  • Manage all permitting and approvals with: ○ Barangay, municipal, and provincial LGUs ○ DENR, utilities, and relevant national agencies
  • Ensure designs respond appropriately to: ○ Local zoning and environmental requirements ○ Site conditions, climate, and buildability in Bohol
  • Drive timely approvals to support uninterrupted construction delivery

Site Development & Infrastructure:

  • Oversee subdivision and site development works, including: ○ Access roads and internal road networks ○ Drainage, power, water, and wastewater systems ○ Estate-level infrastructure supporting multiple villas
  • Ensure infrastructure design and execution support long term estate operations

Villa Construction Delivery:

  • Lead the delivery of approximately 20 high-end tropical villas, shared amenities, and landscaped areas
  • Oversee contractors, construction managers, and local trade partners
  • Ensure villas are delivered to luxury residential standards, with strong attention to workmanship, finishes, and durability
  • Resolve site, technical, and coordination issues decisively and efficiently

Commercial, Budget & Procurement Oversight:

  • Maintain overall responsibility for development budgets, cash flow, and cost forecasts
  • Review and approve: ○ Contractor claims ○ Variations and change orders ○ Consultant fees
  • Lead procurement strategies that reflect: ○ Material availability in Bohol vs mainland sourcing ○ Logistics, lead times, and cost implications
  • Apply value management to protect design quality while controlling costs

Risk, Quality & Governance:

  • Identify and manage development risks, including: ○ Weather exposure ○ Supply-chain limitations ○ Local labor availability
  • Implement governance, QA/QC, and reporting systems appropriate for a premium estate development
  • Ensure compliance with safety, environmental, and regulatory standards

Handover & Asset Readiness:

  • Oversee testing, commissioning, snagging, and final handover of villas and common areas
  • Ensure as-built documentation and warranties are complete
  • Support transition into: ○ Individual villa turnover, and/or ○ Rental or hospitality operational models
  • Close out the development phase in preparation for long-term asset management

Qualifications and Typical Experience:

  • Degree in Engineering, Architecture, Real Estate, Construction Management, or related discipline
  • 7 years and above experience in property development or developer-side project leadership
  • Proven delivery of: ○ Luxury villas, resort developments, or low-density residential estates

Strong knowledge of:

  • Philippine development and construction processes ○ LGU permitting and provincial project execution
  • Experience working outside Metro Manila is highly advantageous

Other Position Requirements:

  • Working on longer hours
  • Willing to relocate in Bohol during the duration of the project
