Job Qualifications:
- Candidate must possess at least a Bachelor's/College Degree in Any Engineering Course.
- Must be a Licensed Engineer with at least 3 years of working experience in construction and project site management.
- Experience in the Petroleum Retail industry is an advantage.
- Must have a good experience on Project Management tools like Bar Chart/S-Curve, PERT/CPM and MS Project.
- Good communication and negotiation skills for stakeholder management.
- Must have attention to details, can read construction drawings and willing to learn.
- Must have good safety competence and awareness. Having BOSH/COSH training is an advantage
- Team player and can work with minimal supervision.
- Must have a driver's license and is willing to travel to projects sites all over the Philippines specifically in VisMin.
- Must be residing in Mandaue/Cebu City.
Job Descriptions:
- Be involved during the project “Design” stage reviews (HAZOP, Site Design Review, etc.) to provide inputs in the design based on site learnings on efficient execution.
- Set up a Constructability, HAZOP and Maintainability review during design and engineering phase to ensure cost effective and safe construction.
- Prepare the ITB or Scope of Work document as part of Bid Link for Project Tendering
- Provide assistance during the permitting stage of the project, for the timely release of permits and licenses to commence site construction.
- Be involved in the Technical Bid document review as part of assurance process in selecting appropriate contractors for the job.
- Conduct Permit vs IFC drawings review with GENCON to iron out drawing concerns and ensure alignment of drawing interpretation.
- Conduct Construction Readiness Review (CRR) to get confirmation that the contractor has the appropriate resources to start and complete the works within the agreed KPIs.
- Generate, quality review and sign off BAR Chart and Resource Loading (BCRL) document to ensure common monitoring data for UPPI and Contractor with aligned expectation on resources and milestone delivery.
- Responsible for effective constructability reviews in securing appropriate SME’s advices and stakeholders’ (Operations, Owner’s, Authorities) support and endorsement.
- Responsible for site construction plans for all disciplines ensuring all method statements, JHA and Permit-To-Work are prepared in good time, approved and in place and overseeing the erection/ construction.
- Responsible for contractor’s management at site in the areas of contractors resource planning, productivity, fatigue management, disciplinary and incentive management, site security management. This shall include the DAILY review of contractor progress based on agreed BCRL via created Viber group.
- Take proactive role in contractors HSSE performance, PTW and safety manual compliance.
- Accountable for site instructions issued to Contractors ensuring compliance with Projects’ change management procedure.
- Proactively involve in schedule and planning and ensure timely completion of construction activities and completion of systems as per planned schedule on systemizations.
- Ensure adequate resource and oversee construction QAQC processes executed as per Project QAQC plan and performance KPI.
- Coordinate with Design Team, Third Party Consultants, Operations Representative and Purchasing Manager, ensuring vendors’ specialist at site in good time and completing planned specialist construction/ commissioning tasks within schedule and QC plans.
- Accountable for equipment, piping and facilities pre-commissioning activities.
- Support end-user in the commissioning activity.
- Manage construction related Additional Works and Scope Changes.
- Turnover of Project Documents to Document Controller for the safe-keep of project information, data, manuals and warranties.
- Coordinate with Facilities Engineer to update site AIA and EMP as part of project close-out.

Reporting Relationship
The Project Manager for Visayas shall report to Maintenance Lead
HSSE
Provide visible leadership and drive for full compliance of Engineering Safety Manual, Project HSSE Plan and initiatives outlined in the Project Execution Plan. In support of Engineering Organization KPI:
- Shall proactively support and embed the Project’s KPI for HSSE.
- Work closely with UNIOIL’s Safety Organization and Contractor’s HSSE Team to establish a strong HSSE compliance culture in the Contractors organization to achieve the teams HSSE KPI’s.
- Ensure Contractor’s total ownership of HSSE by facilitating the implementation of UNIOIL’s PTW system and Engineering safety manual.
- Set up review protocol for construction method statements to ensure full HSSE compliance.
- Ensure Contractor’s Site QA/QC plan is aligned with the Engineering QA/QC Procedure and that the same is implemented during construction.
- Set up Site Quality assurance framework with Contractor to ensure quality compliance by implementation contractors. This should include identifying QA/QC hold points for all construction activities to safeguard construction quality
- Pro-actively engage the Contractor to manage and mitigate construction risks to secure cost, schedule and quality.
- Act as Risk Owner for all construction risks during the EXECUTE phase.
- Responsible for identifying and implementation of risk mitigation measures for construction issues, involving Owners, Contractor and Stakeholders.
- Responsible for contracts and all purchase orders administration and control. He/She will ensure that sufficient resources are available to the project to fulfill the contract administration and control needs of the project. He has to ensure that cost control fulfils the interface with planning, scheduling and monitoring and integrate cost outputs into the monthly reports.
- Responsible for developing and recommending Contracting Strategy to deliver efficient cost performance. Monitor progress in the development of the current control budget and ensure its suitability for the relevant phase of the project.
- Responsible for providing guidance and control to the Contractor for all construction activities and ensure that construction activity interfaces are managed to safeguard cost, schedule and safety.
- Ensure that Contractor proactively manage site logistics, in particular multi-disciplinary site works to mitigate risks to cost, schedule and safety.
- Ensure that impact to construction arising from engineering/procurement/construction interfaces is coordinated to safeguard cost and project schedule.
- Ensure Contractor’s completion and turnover procedure and implementation is seamless for system handover from mechanical completion to commissioning and eventual transfer of care and custody to Operations.
- Set up review and control protocol for field instructions with Contractor to control cost and eliminate wastage during construction and commissioning phase.
- Implement strict control of scope changes in the field to mitigate cost creep.
- Implement cost control initiatives to drive for efficient, effective and Safe construction execution.
- Monitor & analyze the project schedule. Integrate the owner’s team activities into the overall schedule; monitor key milestones & KPI’s. Provide the team with look ahead schedules
- Responsible for verification process for issue of the Progress Measurement System i.e. finalizing the Weighing Factors with contractor and ensures that progress measurement fulfils the interface with cost control and monitoring and integrates outputs into the Monthly reports.
- Prepare Monthly progress reporting. Review and analyze vendor / contractor lead and lag performance indicators and highlight expediting focus areas.
- Monitor and flag construction schedule deviations against agreed Level 3 Schedule and proactively mitigate deviations.
- Ensure that the construction team proactively engages Contractor and implementation contractors to meet construction schedule and actively mitigate any slippage to secure project schedule.
- Secured Mechanical Completion milestone and deliver on Ready for Start Up Date.
- Create learning opportunities and environment for project team to learn and develop.
- Provide coaching and guidance to Construction Team with regards to Individual Development Plan and roles and responsibilities.
