HR Director for Operations

We are seeking an HR Director – Operations to lead a dynamic team in delivering cost-effective and high-quality HR operations services. In this role, you will play a pivotal part in supporting JIAC and its clients—primarily high-impact social organizations and rapidly scaling enterprises in the Kingdom.

Your leadership will focus on building and streamlining HR processes that drive efficiency, scalability, and organizational growth. By ensuring excellence across all operations, you and your team will directly contribute to the success of the organizations we serve.

Key Job Roles

Recruiting and Onboarding
  • Lead recruiting efforts for frontliners and mid-managers, including developing playbooks, materials, and effective screening processes.
  • Oversee the onboarding of new employees, ensuring smooth orientation, accurate employment contracts, and the timely issuance of company assets.
  • Facilitate ongoing training to ensure employees are well-versed in company policies and procedures.
  • Administer temporary staffing and outsourcing solutions as needed.
  • Manage manpower requests and maintain control over staffing levels and plantilla.
Administration of Payroll System
  • Maintain accurate and up-to-date payroll master lists.
  • Set up systems to manage payroll deductions and additions, including government-mandated deductions, loans, overtime payments, and bonuses.
  • Ensure timely and accurate payroll processing for all staff.
HR System Administration
  • Oversee the maintenance and updating of employee records, such as 201 files and email accounts.
  • Administer the Notice of Action system, ensuring its consistent use across the organization.
  • Manage employee attendance, overtime, leave requests, and other related systems.
  • Regularly update company directories and manage access control to internal systems like chat groups, cloud storage, and emails.
  • Ensure accountability for company-issued assets and equipment.
Management of Employee Relations and Government Compliance
  • Implement and monitor programs to ensure compliance with OSHA standards and other workplace regulations.
  • Ensure that all employees adhere to the Code of Conduct, including reporting times, safety practices, and location requirements.
  • Establish a system for addressing and resolving employee concerns, tracking each issue to resolution.
  • Manage disciplinary actions and separations in compliance with DOLE and other regulatory standards.
  • Conduct exit interviews for departing employees and analyze trends to address root causes of attrition.
  • Support the creation of an employee cooperative to promote employee welfare and reduce unionization pressures.
Compensation and Benefits Management
  • Maintain and update the salary matrix, ensuring that allowances and benefits are consistent and equitable.
  • Oversee the monthly calculation of sales incentives, overtime, loan deductions, and other adjustments to payroll.
  • Work with finance to determine annual performance bonuses and administer company retirement plans and stock options.
  • Establish standards for work-related tools (e.g., phones, tablets, computers, vehicles) and manage the distribution of these resources in line with budget and rank.
  • Administer employee benefit programs, including life insurance, health coverage, and emergency loan programs.
  • Develop and manage wellness programs focused on physical, mental, financial, and relationship well-being (aligned with the "Pamilya Muna 7F" program).
  • Performance Assessment Administration
  • Provide administrative support for semi-annual performance reviews, including organizing documents, managing schedules, and tracking submissions.
  • Implement performance review decisions, such as promotions, transfers, or necessary corrective actions.
  • Support the ongoing development and implementation of high-performing teams, including tracking team performance and providing training for team leaders.
HR Operations Platform Development
  • Design and implement a streamlined HR operations structure for both JIAC and client organizations.
  • Develop comprehensive HR operations manuals and establish clear processes for executing HR functions.
  • Lead the recruitment and training of HR ops teams within JIAC and at client organizations to ensure efficient execution.
  • Establish HR operations KPIs and SLAs, with regular reporting on performance and areas for improvement.
Educational and Experience Requirement
  • Bachelor's degree in Human Resources, Business Administration, or related field (Master's degree preferred).
  • At least 8-10 years of experience in HR operations, with a strong background in recruiting, payroll, compliance, and employee relations.
  • Proven track record in leading teams and implementing HR processes in a high-growth environment.
  • Strong knowledge of HR-related regulations and best practices, particularly in government compliance.
  • Experience in designing and managing employee benefit programs and performance management systems.
