DUTIES AND RESPONSIBILITIES:

The Design Engineer – Infrastructure is responsible for reviewing, coordinating, and ensuring the technical integrity of all infrastructure design outputs across the project, including roads, drainage, utilities, and related systems.

Acting on behalf of the Employer, the role ensures that all designs prepared by the Engineering Consultant and EPC Contractor are compliant with the Employer’s Requirements, regulatory standards, and long-term asset objectives. The Design Engineer supports technical governance, design optimization, and integration across all infrastructure components.

  1. Design Review and Technical Assurance

Review and validate detailed engineering designs for:

  • Roads and pavements
  • Drainage systems
  • Sewer and water supply networks
  • Utility corridors (power, telecom, etc.)

Ensure designs comply with:

  • Employer’s Requirements
  • Local regulations and international standards
  • Verify design calculations, drawings, specifications, and reports.
  • Identify design gaps, inconsistencies, and constructability issues.
  1. Design Coordination and Integration

Coordinate with:

  • Engineering Consultant (design development)
  • Project Management Consultant (review and compliance)
  • EPC Contractor (construction implementation)

Ensure alignment and integration between:

  • Civil works and reclamation platform levels
  • Utilities and road networks
  • Interfaces with external infrastructure
  • Resolve interdisciplinary conflicts (e.g., drainage vs utilities clashes).
  1. Value Engineering and Optimization
  • Review design proposals for cost efficiency and constructability.
  • Support technical decision-making for design changes and variations.

Recommend alternative solutions to optimize:

  • Material usage
  • Construction methods
  • Lifecycle performance
  1. Construction Support
  • Provide technical clarification during construction phase.

Review and respond to:

  • RFIs (Requests for Information)
  • Shop drawings
  • Method statements (design-related aspects)
  • Conduct site inspections to verify compliance with approved designs.
  1. Documentation and Reporting

Maintain records of:

  • Design reviews and approvals
  • Technical comments and resolutions

Prepare reports for management on:

  • Design status
  • Key risks and issues
  • Ensure proper version control of drawings and design documents.
  1. Quality Assurance and Compliance
  • Ensure all design outputs meet QA/QC standards.
  • Support audits and technical reviews of design deliverables.
  • Ensure compliance with sustainability and environmental requirements.
  1. Budget and Schedule Responsibility
  • Monitor design progress against project timelines.
  • Identify design-related risks impacting construction schedule.
  • Support evaluation of cost implications of design changes.
  • Assist in controlling design variations to avoid cost overruns.
  1. Risk Management
  • Propose mitigation strategies to ensure smooth project execution.

Identify risks related to:

  • Design errors or omissions
  • Interface conflicts
  • Constructability challenges

TECHNICAL COMPETENCIES:

  1. Strong knowledge of:
  • Road design and pavement engineering
  • Drainage and flood control systems
  • Utility infrastructure design (water, sewer, power)
  1. Familiarity with:
  • Reclamation platform development and settlement considerations
  • Infrastructure staging and phasing
  1. Proficiency in engineering software:
  • AutoCAD / Civil 3D
  • Hydraulic modeling tools (e.g., HEC-RAS, StormCAD)
  • Basic GIS tools
  1. Ability to review:
  • Design calculations
  • Technical specifications
  • Construction drawings
  1. Knowledge of applicable standards:
  • DPWH standards (Philippines context)
  • International codes (AASHTO, BS, ASTM where applicable)

Minimum Job Qualifications:

  • Education: Bachelor’s Degree in Civil Engineering or related field
  • License/Certification: Licensed Civil Engineer (PRC – Philippines preferred)
  • Experience: Minimum 8–12 years of experience in infrastructure design and/or review, Experience in large-scale infrastructure or reclamation projects is an advantage, Background in EPC projects or consultancy is highly preferred
